Secretary of State Marco Rubio, right, listens as President Donald Trump speaks to reporters aboard Air Force One.
Marco Rubio, the Secretary of State of the United States, has recently made a statement regarding the ongoing tensions between the US and Russia. He suggested that there may not be many other ways for the US to sanction Russia, after already imposing penalties on two major oil companies in October. This statement has caused some concern among the US’s allies and has sparked a debate about the effectiveness of sanctions in dealing with Russia’s aggression towards Ukraine.
During a press conference on Air Force One, Rubio stated that he has been facing pressure from his counterparts to impose more sanctions on Russia for its invasion of Ukraine. However, he also mentioned that the US has already taken significant steps by sanctioning Rosneft and Lukoil, two of Russia’s major oil companies and their subsidiaries. These sanctions were imposed in the hopes of damaging Russia’s war machine, as exporting fossil fuels is a major source of funding for their costly invasion of Ukraine.
The US’s allies have been urging for more sanctions to be imposed on Russia in order to force them to come to the negotiating table and end the almost four-year-long war in Ukraine. The EU has put forward 19 packages of sanctions in the past four years, while the UK has sanctioned nearly 500 shadow fleet vessels and almost 2,000 individuals linked to Russia. It was a significant victory for Ukraine when the Trump administration finally gave up on trying to befriend Russia and instead announced the sanctions last month.
These penalties are set to come into full force on November 21, but many nations are still reliant on Russia’s cheap exports. Some countries are already considering asking for exemptions from the sanctions, and Hungary has already secured one. However, Rubio made it clear that the US will be enforcing these sanctions and may even pursue the Russian shadow fleet, where ships illegally carry oil around the world, more intently.
Rubio stated, “Sanctions have to be enforced, so you know we don’t put sanctions and then not enforce them. We’re interested in enforcing them as well.” He also mentioned that the European nations should take responsibility for dealing with the shadow fleet as it is happening in areas much closer to them. However, the Ukrainian government has insisted that there are plenty more ways for the US to punish Russia.
Vladslav Vlasiuk, Ukraine’s sanctions envoy, responded to Rubio’s statement, saying, “Regarding Rubio’s statement, about exhausting sanctions options… there are absolutely more objective options out there. More oil majors, banks, and fleet/infrastructure. And components and defense. And payments. And the Arctic.” He also added that Ukraine will continue to work with the US and other allies, and there will be more sanctions imposed on Russia.
Despite the ongoing tensions and the pressure from the US and its allies, Russia has shrugged off the sanctions and has insisted that it will never bow to American pressure. Russian President Vladimir Putin even told Russian reporters last month, “No self-respecting country ever does anything under pressure.” However, he did admit that the new sanctions might cause some losses for Russia, before making a veiled threat to Trump by saying, “The US president should think about who his administration is really working for.”
There have been some claims, including from Trump himself, that one of Russia’s largest customers, India, might reduce its oil imports in response to the US’s tariffs on the country. However, it remains to be seen how this will affect Russia’s economy and its stance on the ongoing conflict in Ukraine.
In conclusion, Secretary of State Marco Rubio’s statement has sparked a debate about the effectiveness of sanctions in dealing with Russia’s aggression towards Ukraine. While there may not be many other ways for the US to sanction Russia, Ukraine and its allies are determined to continue their efforts in pressuring Russia to end the war. The US’s decision to impose sanctions on two major oil companies was a significant step, but there are still more options available, and more sanctions may be imposed in the future. The world will be watching closely as the US and its allies continue to take action against Russia’s actions in Ukraine.
