Britain’s Prime Minister Keir Starmer has made a bold move to boost the country’s defence spending by announcing a cut in the foreign aid budget. Speaking at a reception in London to mark the third anniversary of Russia’s invasion of Ukraine, Starmer declared that the government will hit its target of spending 2.5% of gross domestic product (GDP) on defence by 2027 – three years earlier than planned.

This decision comes in the wake of US President Donald Trump’s announcement that America will no longer provide military protection for Europe. With the ongoing war in Ukraine as a backdrop, Starmer emphasized the need for a strong national security posture and a generational response to the challenges faced by the country.

The Prime Minister stated, “We must change our national security posture, because a generational challenge requires a generational response.” He further added that this increase in defence spending, amounting to an extra £13.4 billion a year, is the biggest sustained increase in the military budget since the Cold War.

The timing of this announcement is significant as Starmer is set to fly to Washington on Wednesday to meet President Trump. The US President has been urging other NATO countries to increase their defence spending, and Starmer’s announcement is a clear indication of the UK’s commitment to this alliance.

The increase in defence spending will be funded by a reduction in the international aid budget from 0.5% of GDP to 0.3%. While acknowledging that this is not an easy decision, Starmer stressed that the defence and security of the British people must always come first. He said, “At times like these, the defence and security of the British people must always come first – that is the number one priority of this government.”

The Prime Minister also announced that, “subject to economic conditions,” the UK will further increase its defence spending to 3% of GDP after the next general election. This will include spending on the security and intelligence services, bringing the total budget to a 2.6% share of the economy from 2027.

The Liberal Democrats have expressed their full support for this move, with leader Ed Davey stating, “The Liberal Democrats fully support raising defence spending to 2.5% of GDP as a minimum, as quickly as possible.” He also called for all parties to come together and agree on an increase to 3% of GDP, given the threats posed by Russian President Vladimir Putin and US President Donald Trump.

Davey also highlighted the need for the UK to take a leadership role in Europe, stating, “By cosying up to Putin, Donald Trump is threatening to betray not only our Ukrainian allies, but the British people and the whole of Europe too. Now it is up to the UK to stand up and lead in Europe, for the safety and security of us all.”

The announcement of the increase in defence spending has been met with mixed reactions. While some have praised the move, others have criticized it, with some accusing Starmer of “snake oil salesmanship.” However, the Prime Minister remains firm in his decision, stating, “At moments like this in our past, Britain has stood up to be counted. It has come together and it has demonstrated strength. That is what the security of our country needs now, and it is what this government will deliver.”
